Abstract

Air quality management in Texas, like other states, is closely linked with accurate emission inventories. Continuous emissions monitoring systems can directly measure emissions from some major sources but for many sources there are uncertainties in the accuracy of emission inventory estimates. Satellite-based remote sensing of air quality offers the potential for independent evaluation of emission inventories leading to improved methods and more accurate estimates.

Study goals include validating the Texas Commission on Environmental Quality (TCEQ) 2020 modeling emission inventory, especially for major point sources and on-road mobile sources and developing software that TCEQ can utilize to continue using satellite data for emission evaluation. These analyses will focus on 2019, for which a complete year of satellite data are available and include a brief comparison with 2020 providing some information on the change in emissions associated with the social and economic response to COVID-19. Results emerging from this study will be submitted for publication in the peer-reviewed scientific literature. The project is a collaborative effort between the University of Wisconsin - Madison and Ramboll U.S. Corporation.
